LILIAN OLIVIA ORERO

Lilian Olivia Orero is a distinguished Technology Law Specialist and Advocate of the High Court of Kenya. Lilian has advised numerous governments, international organizations, and corporations across 17 African countries. She brings a unique combination of legal expertise and technical understanding to the complex intersection of innovation, regulation, and human rights.

Her practice focuses on providing strategic counsel for the digital age, with core expertise in:

  1. AI Governance & Digital Policy:Advising on AI regulation, algorithmic accountability, platform governance, and the legal frameworks for Digital Public Infrastructure (DPI).
  2. Data Protection & Privacy: Guiding clients through compliance with GDPR, pan-African data conventions, and national laws, including data transfer mechanisms and privacy-by-design implementation.
  3. Technology Transactions & IP: Supporting startups and established tech companies in Fintech, HealthTech, AgriTech, EdTech and other sectors with technology licensing, IP protection, and regulatory compliance.
  4. Regulatory Advisory & Risk: Conducting technology compliance audits, impact assessments, and developing governance frameworks to mitigate legal and reputational risk.

  • Regulatory Compliance Advisory: Supported UNDP’s assessment of Digital Public Infrastructure readiness across multiple countries, developing compliance frameworks and safeguards for government digital transformation initiatives
  • Policy & Legislative Advisory: Advised the African Union Commission and UN Agencies on rights-based governance frameworks, including data privacy considerations in regional violence prevention monitoring systems
  • Technology Litigation Support:Conducted legal research and compliance risk assessments on AI decision-making systems, digital identity platforms, and platform accountability frameworks
